How do i change my childrens last names? in the U.S. both born overseas. one biologically mine.?

one is mine by birth but i was not able to be on the birth certificate. we do have consular report of birth abroad listing me and my wife as parents because of dna. but social security would not let us use my last name because we were not yet married. now we are married and i'd like both her 6yr old to have my last name and our joint child. the 6 yr old bares her last name and no father is listed on his birth certificate. the two of them are immigrating to the U.S. and are residing here with me now. anyone know what laws govern name changes? How do i change my childrens last names? in the U.S. both born overseas. one biologically mine.?
i think you have to have the birth parent(s) consent and go to court with it.

My cousin has his mom's last name because his biological father cannot be found/won't give consentHow do i change my childrens last names? in the U.S. both born overseas. one biologically mine.?
You cannot change your children's birth certificate or last names here in the US. You will have to do it back in your home country where their births were recorded. How do i change my childrens last names? in the U.S. both born overseas. one biologically mine.?
Both parents application and court. Takes about 4 weeks.
